Jiřand Mashtalka (Czech Republic) graduated from the Volgograd State Medical Institute in 1980 and the Kiev Medical Institute in 1982. He worked in the cardiology department of the clinic of internal diseases at the Plzeň Faculty Hospital. I participated in much professional research in the field of non-invasive cardiology, including echocardiology. Since 1990, he has been a doctor at the private hospital in Pilsen. At the same time, he became a deputy of the People's Chamber of the Federal Meetings of the Communist Party of Bohemia and Moravia, a member of the City Council of Pilsen, and a member of the Parliament of the Czech Republic. With his active participation, a large number of projects were implemented that were carried out in the interests of developing friendly relations between the European Union and Russia and the Czech Republic. One of these projects was the creation of a medical partnership between Volgograd State Medical University and the University of Ostrava (Czech Republic). By the decree of the President of the Russian Federation, he was awarded the "Order of Friendship of the Russian Federation". On September 17, 2015, Dr. Jiří Mashtalka was awarded the title of "Honorary Foreign Doctor of VolgSMU".
